From what you're saying, yes you'd be able to top your boiler pressure up with a flat bladed screwdriver - the best way to do it is open one up completely and then slowly open the other one - remember to keep an eye on the pressure!

Talking about not using independents because you don't trust them, nows the time to build some trust - use the Gas Safe website to found a local registered engineer to help you with your problem.
You're going to have to measure up the vent you got now to what the manufacture requires, if it's undersized (less then 90% required) it would be deemed 'At Risk' due to insufficient air in room.
The "pull all out & stick a combi in" is a bit OTT.
