I've had a builder around to have a look at this. The red floor joists have been notched to accomodate a waste pipe. This has been done right in the centre of the span on the top surface. The angle iron is acting as a binder as Woody explained.

Cheers. Part of the new area was going to house a bath and the getting in and out will get too difficult if the ceiling is too low. As it stands then, I can leave the wall where it is and have a less insulated room than if I made the changes. Building regulations are confusing :)
