How did they repair? Did they sand the topcoat back to the first layer and then apply a new layer of topcoat, or just stick some more topcoat over the existing pinholes?
The Topcoat in these pictures look like it’s flaking, what evidence do you have that it’s lifted or de-laminated?
See if the contractor offers a guarantee for the workmanship, the 20+ year manufacturers guarantee tends to only cover the materials in the event that the system is faulty and won’t include any further installation costs.
So this could be just muck then. Need better photos to see what it is, but if they did it in one day then there's no chance that they would have put the topcoat down on a dewy surface the next morning and if the sun was shining and it didn't rain then there's no chance of water getting in...

If you were doing it with GRP then you would need to sand off to the first layer of base resin aka the white stuff, but with Overcoat I would sand back the flaky areas (Wear a mask!!) and make sure the roof is clean and dry before applying the system.
On the first image it looks like you can see a dark grey topcoat between the new layer of topcoat, and if there's another layer on top of the existing one it might explain why it's cracked.

Well you definitely, definitely don’t do that. You need to make topcoat up in batches, having an exact qty of catalyst going into an exact amount of topcoat for it to cure correctly. This might explain why you have patches of liquid topcoat on the roof.

Don't use Acropol, it's not a long-term solution, only really used for emergency patch repairs. Felt and EPDM would fix the problem but it's an expensive solution.

If you called Restec they would tell you that just applying a new layer of topcoat onto their system wouldn't work and they do not recommend it. Flexitec uses the same resin system for both base resin and topcoat but it's a hybrid polyester resin and not the same as a traditional GRP...
You need someone to go up and have a look, call some local roofers in the area to get on the roof they will tell you more then we can looking at a few photos other than it does not look good.
