    replace the valves even if you did manage to turn them down chances are they jhave been stuck in that position for so long that they will leak anyhow.

    sounds like an overheating problem. somehow water is not being dispersed around the system as it was designed to. maybe draining it down shifted some sludge which has now caused a blockage??

    you cannot have isolation valves on a vent pipe. fitting it on the return is fine. it is illegal on the vent pipe because where would the expansion of water travel whn the heating gets hot???
