    Thanks Harry and Terry, yes the valve pin was all the way out and if I pushed it in it remained in so I pulled it and it came out completely, sprayed some wd40 in there and out pin back in and now it is nice and springy. Removed lock shield cap and turned clockwise to see if it was locked off...
