There doesnt appear to be a screw head in the middle- just a piece of metal with the plastic handle attached-will it just pull off?......dont really want to orce it

Hi Tried to repressurise my boiler- turned the black tap on the right(there are two taps, and it just goes round(I guess the valve as a result isn't opening) The other tap is ok, but obviously no water is entering the system-Any ideas??
