These screenshots are indeed from a pdf I have and they match my board. The BELL/LS connectors are positive and negative vdc and they are connected as per the diagram (at least based on the wire colour).
DIP SW1 toggles between Bell (on) and LS (off) but on a voltmeter I haven't noticed any...
By the way - since the bell works (correctly - as in makes a loud noise when connected) - am I incorrectly thinking that the problem is with the board? Or do you think the bell should indeed be silent when there's 12VDC coming and only make a loud noise when there's 13.8VDC on the wire? Would be...
It's very difficult to reach but it's definitely wired.
There's a normal alarm cable that goes (allegedly) towards the bell and the colours are:
- red (positive pin 19)
- blue and black together negative pin 20
- orange goes to a resistor that goes to pin 21 (tamper)
- green goes to 24
- brown...

This is actually the problem I have - if I connect the bell it starts ringing - it never stops (since the board sends always 12VDC). So the bell works - as in - it's always on - which is far from a desirable behaviour :)
I've attached a photo of the main board. Unfortunately I don't have access to the bell box so I can only guess the wiring towards there.
From what I understand, in the photo attached:
