Thanks Alastair. I think based on yours and others responses i have a good plan for dealing with the problem, I am hoping that the workmanship delivers the required quality.
would it be better to have the low level vent on the outside of the chimney wall or on the inside face (room side)? considering this is an external wall.

I think you may be right, if sockets is any indication at least 2 out of 10 are old with an external flat wire running into one of them. Do you think the fuses in the box would be the older wire type?
