This is the original house. This is how it is now. The red bit has a flat roof that we wish to replace with a pitched roof. The green bit is a conservatory that we'd like to replace.

The reason given was something to do with being in a green belt, but he was a bit vague. I'm guessing he's got his wires crossed.
