Ah, no. Attached a picture of the outside tap (recently replaced as thought that might be the issue). No idea why that old tap was used to control the outside one from the inside as well!

Thanks. What's the best way to remove the old tap? I'm a complete beginner with this. Yeah that's definitely fully open as had to open and close it when I took off the outside tap.
