Yes, cold water tank refills your cylinder, which is then heated up and supplies your hot taps. header tank supplies the radiators.

Combi boiler will never give superb multi tap operation, despite what the incoming mains pressure is. Therefore if you’ve got decent water pressure on a 15mm incoming main, you’ll be ok with a combi- at one tap/shower/whatever at a time.

I guess generally speaking, someone with a new water main you would expect to have better flow/pressure, of cold water. Before committing to expense a pressure and flow test would need to be carried out. There are several ways this can be done

If you have a new water main into the property, you should have excellent mains pressure, so will get good hot water multi tap performance with an un vented cylinder and system boiler.

Has the property got a new cold water supply? If yes, an unvented system is worth considering. If you have the old water main, it’s worth checking the water pressure and flow to make sure it’s adequate for the unvented system to give multi tap usage.

Yes, if you can manually move the lever on the valve and the heating kicks in, get the valve replaced when safe and possible. It’s a fairly common fault on y plan (one 3 way valve) or s plan ( 2 x 2 way valves) heating systems.
