Radiator problem with my potterton puma boiler

My pressure relief valve recently broke and for a while we managed to live with it but the radiators downstairs remained cold except for some heat occasionally when I adjusted the in and out valves. I have now replaced the broken pressure relief valve and heat is now reaching downstairs although not fully, should the ch inlet and outlet valves be open or closed? Or somewhere in between? The system pressure gauge is Reading at correct level so I am confused as to what the problem now is? Can anybody help me?

the ch valves should be fully open.BUT beaware 9 times out of ten if u should even look at them let alone turn them they will **** out everywhere

Possibly wax capsule gone and needs replacing (think diverter valve and you'll get the picture).

Yep, wax capsule or drippy hot tap. Only needs to be a slight drip, and it will partially shut the hting down.

The plastic heads on the Ch isolating valves often turn without turning the shaft.

Now I have the valves open and I have ensured the radiators are all bled. Some heat is now reaching the radiators downstairs (remembering that one of them downstairs has always remained hot/working) but they just won't get hot, the pipes leading to them eventually get hot and some heat passes to the rads. What is the problem? I assume pressure but the gauge on the boiler remains at optimum level, although it has got a little high a couple of times upto 3 bar but still within boiler tollerance.
