Strange growth on radiator union

Does anyone have any idea what is going on at this radiator valve?

Radiator and connections were new 2 years ago. System is closed with a Magnaclean that has been serviced/emptied regularly.

It's a very small leak evaporating away and leaving a bit rust and limescale.

Looks like it's been lacking a few turns of the old PTFE tape in there
