Rug to Carpet Grippers

Am having problems finding the correct materials for this.
We have a fire-side rug, fitted over an existing carpet, this rug keeps trying to leave the room!
Would be grateful for advice on what is the best thing to use to stop the wandering.

Foxi Anti-Slip underlay from Ratcliffe underlays is the best anti-slip product I've found to work. Needs to cover the underside of the rug completly for best performance.
