I've noticed that none of my rads have lock shields. Just a pipe going out out the bottom through an elbow and back into the system. Why is that?

Instead of a lock shield there is an elbow, similar shape to the valve, with a cap which screws on or off and is 15 mm threaded. these have hex heads but are just hand tight. But there is no on/off adjustment. The rads work the same whether the caps are on or not. Water doesn't appear to flow through them, but surely must?? They are on all the rads in the system. We have 9 rads which run off a heat pump system, but was originally installed new with a pellet boiler, 7 years ago. The house is in Spain.
