The hedge was quite tall - around 6 foot, which was nice because it maintained some privacy.

However, he has cut it down to around 3 foot.

They are permitted, to cut back any foliage which is spanning over onto their property, but they must offer to return, or offer the cuttings back. They are not permitted to cut, or trim anything on your property, or venture on your property without your permission. That's the official version, but most people just use a bit of give and take.
 
Generally speaking, removing a well established 6' hedge which has been cut down to 3', and replacing it with an 'instant' 6' hedge will leave you with a hedge which is more likely to die, will be less vigorous and less drought resistant, to say nothing of the disruption...
 
But are you sure it is your hedge, was it on the boundary are you sure the deeds say that is your boundary and responsibility - usually denoted with a "T" on the title plans.

That will be for the gardening company to deal with.
TBH, the damage this fool caused is not something that can be quickly and painlessly fixed.
My vision: he cut your hedge today, park in your drive tomorrow and take over your back garden next week.
Punish him hard, he's a fool.

why did he think his internet cable was in the top 3 foot of a hedge, and looking for it with a hedge cutter seems to be like looking for a gas leak with a box of matches

what country is he from (you said he did not speak english|)

I know some suppliers just chuck the fibre cable in your bushes when they fit fibre to replace your copper.
 
If you're sure it's your hedge AND you own the property then I suggest a quiet word. He may not have realised that he was doing wrong (or he may have but that's another thing). Culture differences can be a funny thing.
You need to keep civil with your neighbours firstly cos it makes a more pleasant living environment and secondly, cos you have to declare any neighbour issues when you come to sell.
If it's not your hedge OR, you're renting yourself then it's up to you what you do, if anything.
Put a 6ft fence up.

Never has been for me and a mate (a retired building surveyor) said that it was rare before roughly the 1980s and is far from universal even now.

I understood that it there is no "T" then it is shared
So his neighbour could of chopped the lot down and argued that his half was on the bottom :ROFLMAO:
