Similar fine Mesh damp proof material does exist, I have a 6 year old lawn mower that uses such a collector bag, no problems at all, lets air through and catches leaves and grass even when damp. This same material would be perfectly adequate for a Leaf Vac. But it appears NO manufacturer has thought of it.
