Id suspect most would have mental health problems coming from them countries and travelling through numerous safe countries.
I'd let the victims decide. Some might want the offender to be locked up rather than deported but otherwise set free.
Rapists, fraudsters, conmen, convicted felons- should never be allowed into the UK.....
