They enacted phase 1 of the agreement by releasing the hostages. Phase 2 cannot proceed without them disarming, they continue to fight.

They never agreed to disarming despite your repetitive claim that they did so.
The Trump Peace Plan was developed and agreed to by Trump and Israel, and endorsed by UN without any discussion with Hamas.
