Noisy flue pipe with gas stove

We have an Ecoburn+ gas stove, and on the chimney is a clay cowl. When windy, the noise echoing down the flue and within the stove chamber is quite loud. We've replaced the cowl with one that's meant to suppress noise, but its barely made a difference. The fitter who installed the system says that there's nothing more that can be done, and that we can't fit a spinning stainless steel cowl. To my uneducated mind this will reduce the noise and I've seen for sale ones that are 'gas safe'. Any idea if we can use one like this and is it likely to help reduce noise? Thanks.

OP,
1. What you complain of can be tricky to resolve - professional Gas Safe eyes on site are the best & safest possibility of a solution.
2. Has a SS flexi flue liner been used?
3. Cowls on top of the chimney pot are typically fixed to a flexi flue liner, & secured to the chimney pot.
3. Do you have pics of the top of the chimney stack?
4. FWIW: A spinning cowl comes with a number of exceptions.

Invoice just says 'flue liner', not specific type/style. I can ask him though. The photos attached show the old UFO- style and the new smaller cowl - the one on the left.

Thanks for the new pics but I still cant see on top of the stack - from your dormer you can pic the top of the stack by using a camera on a stick.
You have a basic GC1 metal cowl - they tend to rot out within a few years.
How its attached I cant clearly see - however, some GC1's come with"Pot Hangers"
that fix the GC1 to the chimney pot & provide a protective skirt.

A possibility might be:
From what I can see it looks as though the too long flue liner has passed above any chimney pot, & the GC1 has been fixed to the terminal of a loose liner?
Which would mean that the liner & GC could sway about in wind & rain?

you can use any kind of batten or stick such as an old roofing batten with your camera taped to it?
