Prep and painting external cement window frame

I live in a ground-floor ex council flat. The external pain on a window frame was flaking so I tried to scrape it off but it is really stubborn. It now looks even worse!

Any tips on how to get everything off or how to fill to level before painting?

Thanks. The paint on the right side is fairly smooth with no cracks. Should I try and get that off before applying peelstop and paint?
