    How will a plumber be able to access that little lot if there's a bunch of units in front of it? Is the idea to just plonk some pre-built units on top of a plinth or are looking to do a built in type of affair?

    It's saying that the Building Regulations for achieving a level access to a property and the regulations demanding weep holes are not compatible with one another ie you cannot always achieve both and in such cases level access is deemed more important than the weep holes and the developers...
