    You don't say how big the room is, but I've seen normal 2 storey brick built houses founded on a 200 raft with thickened edges (still a raft!), so structurally should be fine. I'd be more concerned about water ingress: I assume you're dropping the floor to keep overall height within PD limits...

    Some BCs do require firedoors to bathrooms where needed elsewhere, When I challenged it the first time round, argument was that piles of clothes in an airing cupboard with an immersion heater represent a fire risk. TBH I simply mark the doors to be firedoors on the drawings and wait on BC comments

    The dpc also stops grout loss into the subbase when the slab is cast, but even without that why would you not want to keep the floor as dry as possibe for the sake of a few quid??

    You'd normally screed a slab and a good screeder will produce a finish that needs no levelling. If you don't want to do that then a powerfloat used properly will give you a suitable finish
