11 volts ? That’s too low …I would wire the keypad direct onto the panel network with nothing else on the network to see if it works it could be one of the data lines down to the keypad …
Open up the alarm box disconnect the battery and pull the fuse with a bit of luck
The external bell battery is flat ….if it rings wait 20mins if not ….ladder out
You know there should be a screw in the hole near the tamper switch you screw in until it hits the wall ….plus I’ve seen the locking screw for the module missing …. Hence asking for a picture … plus if it’s got a green tamper switch ….replace it …

I would look at the capacitors inside the machine first if they have a dome top …replace machine
What happens if you just put a link in the control panel end in the tamper terminals for that zone ….is there 12v connected to that cable .? As a tamper loop is a negative loop , if there’s a short to 12+ it could cause an issue
