Gardz is a sealer. You don't need to mistcoat Gardz.
Peelstop is a sealer that also glues lifting paint edges.

Think I would sand over with 120 grade paper. Then decide if it's solid or not.

If you need to use a screw to pull it in use a white screw head cap
