Are modern plastic wall panels liable to leak?

They're used commercially all the time where a clean environment is required and extensive washing down is required, hospitals, labs, abattoirs etc. Find another fitter, maybe consider some of the better manufacturers, if you want the very best look at Altro.

    Green belt PD rights removed

If your local authority employ a capacity increase restriction within their Local Plan guidance and the extensions have already far exceeded that limit then I would hazard the chances of getting any further extensions are very low to zero. Don't buy it if staying there relies on getting planning...

Forget replacements from the same manufacturer, you'll be able to find suitable replacements that fit the slot size.

    Insulating Steel corner post

Why do people get to this situation without a drawing or idea in sight? As above probably but the devils in the detailing.

    Neighbour drain, help needed!

Probably not but that would all be considered by the water company. There are two sides to this, the practical one and the legal one. In simple terms, practically the builder would apply to the water company for a new connection to the existing sewer, this would involve him getting a drain...

Might be about to have a falling-out with my MOT station...

Sounds like it shouldn't be on the road irrespective of your MOTer failing to spot it first time.

Extending using an existing outside cavity wall

PD has nothing to do with achieving the necessary Regs approval, and how will you fit the wall ties leaving just one skin? Honestly cut your losses, use the foundation by all means but the wall is not worth saving.

Extending using an existing outside cavity wall

That won't get you anywhere near enough to meet current regs.

Extending using an existing outside cavity wall

Well ignoring the dpc issue for starters you'd have to insulate the wall internally, which is fine if you intend to build the rest of the extension like that but a PITA if not so I would say by all means use the foundation if it's suitable but probably more hassle than it's worth trying to use...

Correct hinge to solve this problem?

So in your photo is the sack truck the WM was carried in on presumably, have you used it already? Otherwise you can reject it and get one that fits.

    Sleeves for Concrete (Fencing)

You might find such tubes disposed of by printing firms etc, paper rolls are often delivered inside such cardboard tubes.

    Neighbour drain, help needed!

It's fine if its all done by the book ie with the water company's and BC approval and you're happy with the compensation. I would hazard that you should probably engage a suitable solicitor to handle the legal side of it though, your appointment/choice at his expense.

Correct hinge to solve this problem?

Should have bought a different washing machine, you can even get extra slim WMs if it's such an issue.

    Stairwell clearances

Current Building Regs would expect 1100mm clear width between the handrails assuming it's a fire fighting stair but there are obviously older properties where this does not apply. So the regs that were in place at the time of construction would need to be adhered to, the oldest historic Building...
