Also, part of the subfloor will be concrete and part will be wood. I plan to board it all with 6mm ply. As the concrete part will be a new slab would you advise to let it dry out completely before boarding or does this not matter when boarding out and then laying the vinyl over that Thanks

Sorry for the late update. Scottish Power came out and said it wasn't unsafe but said it wasn't right and it was a metering issue so they couldn't get involved any further. Spoke to Landlord who basically admitted his "scam" and said he was always going to tell us but never got round to it. So...
