I don't profess to be an expert and don't fully understand all the replies and suggestions that have been made but have you thought of getting a cheap indoor ariel and plugging it directly into your TV thereby rulng out your chimney ariel.
Who made the mess the electrician or the plasterer. Judging by the finish I would guess it was the plasterer as he hasn't done much of a job. If that is the case he is the one you should complain to.

Do you mean remove the grass before the post. If so make a cut from th centre of the post to he edge of the patch the lever it up with a thin blade of some description. A wall paper scraper or simillar. Perhaps glue it back in place with silicon once repair is done.
