Again crossed posts, I am beginning to doubt that your pump is running. If it has a big screw in the centre removing this, there will be a bit of water so have a rag handy, you can put a screwdriver on the end of the spindle and feel if it is spinning or help it to start

Mine and yours were posted at the same time. Your boiler is firing then, any heat at pipes by diverter valve? Any heat at pipes by boiler? Diverter is behaving as it should isn't it?

If your hot is restricted flow then blanking the cold and testing the hot on its own would have shown this

Do you have a blue light on the boiler?

Do you have other hot taps supplied by this cylinder and if so do they run OK? Could a bit of fibreglass etc have got in to the tank? Could you disconnect one of the hot pipes and put a hose on it and confirm that full flow is available on the hot? Drop shower head in to tray and run shower...

The hot water outlet from the cylinder can get quite choked so worth a look in there
