    I'd scrape with one of these - screwfix scraper Then sand then wash with sugar soap. Then fill and feather the holes with toupret fine surface filler. Only this, no cheap easifill. Then sand and paint

    If you want a finish like that, just use gypsum plaster and do a crap job. Then wash it / try and smooth it out, while its still curing, with a damp sponge and paint it white. OK, sarcasm, but, I'll seen some DIY "how hard can plastering be" come out looking like that

    My thoughts: if it was condensation, the paint would be discoloured / obvious the damage is from surface water. That looks like internal moisture. However, not an expert. Maybe ask to move this to the windows section?

    I had a similar issue once fitting that style of laminate (click something or other) I used the pulling bar, against a block of wood to (protect the laminate) and the hammer and pulled it together into the locked position.
