    Apart from being just wrong, the threshold is drained through the bottom of the frame. As it is there, the drains will be blocked and water has nowhere to go - except probably inside. I hope you haven't fully paid that joiner.

    The tenant is wrong. A restaurant falls under Class E. As Blub says, a fish and chop shop does not fall under class E (or any other class) and therefore a change to class E would require planning permission. The difference is 'consuming on the premises'.

    Fortunately it's a mortar crack, which can be repaired fairly easily. Could be any number of reasons, none to worry about. Repairing a crack like that is as good as adding a tell-tale. Repair it, photograph it and check it again in 12 months.
