Did one recently.
Drain cylinder and central heating.
Dismantle pipework and flange - cylinder coil will sway about when loose.
Clean all threads.
Make a washer out of ptfe and paste it up.
Reassemble and don't over tighten.
Fill back up and give an extra nip if required.
Worked fine for me...
If you think this is a CH issue then you should be able to repeat it during normal hours.
Or the noise may be there all the time and you're just not noticing it during the day as it's not as quiet and maybe you're not in the bedroom!

Developers won't have a heating engineer on the books and don't want to incurr costs getting one in!
It's very common for this to be overlooked. I did it a couple of times when I started but soon learned to always remove the link when wiring in external controls.
Most combis come with this link connected, out of the factory.
Heat loss is heat loss.
Low temp heating will be enforced one way or another.
Physics and regulations care not how old your walls are ;)
At the end of the day, it's your decision but if BC are involved, they won't have it.
