Where is the cover that fits over the cables and connector block, and if you find new bezels make sure you re terminate them, there should be no single insulated cable ( brown,blue and cpc ) showing outside of that enclosure

New circuit....RCD will need upgrading if its a type AC...EIC will need to be issued..And building control will need to be Notified Get a Sparky

Its an addition to a circuit so a minor works cert should be done also the RCD protecting the circuit should be upgraded to a Type A

No..most led's are made for that now......check the specs

What sort of led downlights have you fitted that need a cover

Did you check to make sure you had a good earth to start with...if yes and you have run a fly lead to the faceplate then all is good.....also is it rcd protected?
