    No Main Earth Connection

Correct, it is. PME is not synonymous with TN-C-S, TN-S, TT or any other arrangement.

I wouldn't worry then. Enjoy your high PSCC!

    EMF Final Distribution substation

EMF is a pretty useless term in this context and the "meters" are just as nonsense, especially since they are typically wideband so the reading on the display bears no relevance to any specific frequency of interest. If you're concerned about magnetic fields, there are regular items you will be...

    Fluke T130 on loose wires

They're from this kit: https://uk.rs-online.com/web/p/multimeter-leads/3245975/ But there's many different types available, Pomona and Keysight leads also have these. Fluke AC175's fit.

Sorry, just me and semantics. You can always "do" something, as illustrated by the photo. Whether you should or not is a different matter ;)

Gas hob ignition & electric oven on the same switch

A 16A plug must be protected by a 16A MCB, so no that's not a possibility in the way that you describe it.

Gas vs Electric Oven - Gas vs Electric hob

Induction hobs are excellent providing you buy the right one. They're far more controllable and put significantly more energy into the pan, but some find it hard to adapt between judging the gas flame vs an arbitrary number between 0 and 15 for example.

    Boiler Replacement?

I wouldn't recommend it. As mentioned, either stored water or possibly one electric shower will be better. Don't get the builder to quote for a boiler - get someone who knows what they're doing.

    Finding the right PIR light

My usual recommendation would be to separate the PIR and the lamp. Robus do a decent PIR which can be used with an override, and it can be paired with any lantern/fitting.

Gas hob ignition & electric oven on the same switch

Exactly. The 2.99 kW will be at 240V, as you say - worst case power consumption

    Surely this is wrong.......

They can, but they shouldn't (n) Document with photos, and call your landlord to sort. A Class I fitting with no earth is not acceptable.

    More 'RCD Type' uncertainty/confusion

Under what scenario would you see a DC bias on the AC supply without the item in question going bang? The low source impedance of most domestic AC supplies suggests to me that this would not be possible.

    Inverter earth

It depends on the topology of the inverter and the isolation between the input and output.
