    Wylex 2nd consumer unit

The 4mm² goes to the garage from this consumer unit and the consumer unit is fitted and connected to the meter tails. Why is OCP required in addition?

SPD's - are they required or just nice to have?

Almost all appliances that could be susceptible are already integrated with appropriate surge protection - it's basically mandatory in order to pass the surge and electrical fast transients testing during EMC compliance.

    Switch next to sink

That report is nonsense. There's items unrelated to BS7671 on there, fire alarms etc should not be mentioned. What's a non-IP rated fitting? Surely every light fitting is IP rated But in the reasoning for why the remedials should be undertaken, the "inspector" has written "regulations"...

    2 cut-out fuses

Fusebox RCBOs are trash. We're forever replacing them - the mechanism seems to come detached from the lever at the front so the RCBO is no longer operational after a trip.

Is there a tool to permanently lock MCB in On position?

Main isolator would still be usable I guess

Is there a tool to permanently lock MCB in On position?

That's incorrect. The MCB will always internally trip hence why it is commonplace to lock MCBs in certain circumstances.

    How to waterproof this connector?

You can only negotiate 10/100/1000 with these, so of course 1 Gbps

    How to waterproof this connector?

They can often require over 100 Mbps given that almost all of these cameras will support simultaneous streams. On my home system, they support 16 simultaneous streams from the camera, and I typically have at least 8 running.

    Loose neutral wire

Rubbish. If the socket tester is saying no neutral there is no way the socket will work OK.

    How to waterproof this connector?

That would mean using one of those useless 12V injectors though that stops you negoatiating 1 Gbps. They should be banned, with 802.3af/at etc used as standard.

Chocbox - do I need to provide access?

Not in a choc box though

    consumer unit bus bar query

Can't agree with that at all. There's plenty of arrangements where there is a busbar pin and stranded wire in the same terminal for split boards etc.

The Bosch D-Tect is pretty much spot on every time.

    Ethernet between two houses

No it wouldn't. Harsh would be where high energy transients are likely.

    Ethernet between two houses

The separate power supplies is irrelevant. Ethernet is galvanically isolated at both ends. The concern is primarily distance and suitability for outdoors.

    Ethernet between two houses

Run a fibre link between the two properties if your friend is set on sharing their internet connection. A pair of transceivers and some fibre should not break the bank.

Loft Insulation with Fixed Fire Rated LED Downlight

If you look at the datasheet for those downlights, they're unsuitable for being covered by insulation. You'll need another option.
