    Please don't use PVA before painting plastered/filled walls. The first coat (of paint) may adhere; subsequent ones will not. Zinsser Gardz is a much better suggestion, or several thinned down coats of non-vinyl matt emulsion.

    The thermal liner is good stuff but I agree with previous comments about difficulty in hanging it. It seems like a sledgehammer to crack a nut, in any case. If the walls are really rough then re-skimming would probably work out not much more expensive than the thermal liner. It's not cheap.

    If the stain is grease-based (eg tar) Zinsser Coverstain (yellow tin), or oilbased undercoat, is probably best. Otherwise (ie water-based stains) the 123 is fine.
