What to do with this wall?

My mums stripped some wallpaper and the paint underneath has partly come off back to bare plaster leaving it very rough.

Can this be painted over and leave a smooth finish? Any help of what to do will be great.

give it a rub down with glass paper, fill cracks, a mist coat of thinned trade matt emulsion and then a couple of coats of good quality trade emulsion.

Or line it with Wallrock Fibreliner then paint.
