    Yes. Try to achieve as smooth a finish as the wallpaper offers and pay especial attention to the areas where the plaster joins the paper. You may need to feather in with plaster filler, then sand.

    Unless it is somewhere really sheltered, you are probably best with an oilbased system - either Weathershield as advised above, or Little Greene's traditional oilbased gloss or eggshell are best.
