its a bit weird in LAV and RPH situations and usually the company who build/modify them get away with not being gas safe as they are not connecting them to a gas supply.

its probably doing it when the pump speed drops. its a 2 speed fan. for hot water and for much of the heating cycle it will prob be on max speed, for overrun it slows down hence the difference
no its not ok, its classed as immediately dangerous. You must get someone in to disconnect it. im sure if you find someone local they will give you a good price to disconnect and reconnect and probably won't be much different to just the reconnecting.
i agree if your selling just go for something cheap that will still be fairly reliable.

well normal action would be a) check the body is moving freely, b) check the head is moving correctly c) get the multimeter out and check you have power where you should and not where you shouldn't. You've kinda gone straight for the kill in fault finding land.
Regards the BG boilers, the BG330 is a Glowworm 30Hxi and the BG330+ is a flexicom with an Ultracom display panel specially made for BG.
I would not buy a well used HXI or 330, the heat exchanger will probably already be dirty.
ive got an ultracom 24hxi in my lockup, had 3months use, but been sat still for a few years. need to shift it at some point. Although generally would be quite wary of fitting 2nd hand gear.

you should turn it around on them. if they have been servicing it every year ask them why they have been letting your parents use an unsafe boiler all this time putting their lives "at risk". They might change their mind all of a sudden :P
