    Have you checked the system pressure guage which is situated on the bottom of the boiler on the left hand side (if memory serves), it should read 1 - 1.5 when the boiler is switched off?

    I would suspect the pump first and foremost, even if there is noise/vibration from the pump, there is no guarantee that it is displacing water. If it is not on max already turn up the pump speed (black or white control knob, dependant on pump manufacturer) and try again.

    The boiler would fail to operate so this would give a false diagnosis as it may be due to a faulty component which would only trip the fuse when power is applied to it (ie fan and gas valve)
