    The math at 32A only really counts if you are fully loading it, in reality a house isn't going to have fully loaded ring final circuits. The 0.4mA per amp given in the document is just really a guide in the absence of measured values.

    Not that I am aware of. One way to get what you want is to keep the unswitched fused spur and add a normal pull cord but as it is a council flat you will need to get them to do it.

    It sounds like a neutral to earth short from your description. Any loading and too much current flows down the earth wire and the RCD trips. It could be the neutral wire somehow connecting to a metal back box.

    The suspended ceilings I have seen will not be effectively earthed with only 1 connection, that connection will only earth one lengthways run, the runs either side will be isolated owing to the plastic clips on the cross bars.

    Those suspended ceilings will be an absolute pain to bond properly, the ones I have seen the 2ft cross bars have plastic clips on their ends which link into the main runs!

    When using lamps as resistors I tend to find it a try and see scenario, a cold filament will give a different resistance to that of warm one and different again to a hot one.
