    Defo use a geo textile membrane. I had 150mm of compacted type 1 and it sunk where my wheels park. The type 1 had pushed into the clay. The geotextile membrane might have stopped this.

    How about made a ply enclosure around it then fibreglass the inside and outside. Also fibreglass uptown and around the centre hole. Does the pipe stick our the ground enough to get a seal on it? Then cap the the top with a lid.

    Just found easijoist and they can possibly according to there span tables do a flat roof span of 7m which would be front to back with a 219mm joist. This would mean no steel needed and I guess the joist could be set at an angle for the run off. Not sure on costs of these though.

    If you removed the tree and waited you could do the build at a later date. Basically the soil will gain moisture and expands upwards once the tree has stopped water intake. I'm not sure of times but I would of thought 2 winters worth of rain would allow enough time for the ground to change.

    I guess 12mm celotex will leave just enough for 18mm of wood flooring. What you planning on covering it with though if its a utility room? Wood would feel warmer to walk on unless you tile over it.

    Those tiles will be cold on the feet. I'd go for screed and include wet underfloor heating. A single zone kit which can just be run from the radiator loop would probably cost you less than 250 to DIY install, even if it's not used as the main heating source.
