    Are you sure it's not AIB? The fact it has the broken section would say its the more fragile AIB.

    Certainly looks like aib rather than the harder cement board. Get it tested then go from there. Problem is the cost of removal is a lot.

    Yes you need planning because it's a toilet not a porch, and 2 because it's over 3m2. You will also need building regs on it.
