Its a valve that is triggered to activate HW or Heat. I guess you have HW and no heating or other way round. There is a good chance it will fail at one point

I guess the ceramic discs are scratched, try fitting a strainer before the taps to collect grit. strip down the taps and try a little grease on the faces of the discs, remember it will be drinking water so look for a potable grease/lub. Al

More than likely the pipes have frozen, if you can access the pipes, then a hairdryer works well. Opening the door to allow warm air from inside will help.

Ideally you dont want any pipe showing, there should be a knock out plastic piece. Looks like a 15mm compresion elbow would suit, using 15mm Hep20 would be a easy job. Al
