    people build on the boundary all the time, but it's wrong - if they rebuilt a wall on your land, you are entitled to ask them to move it. when selling it is unlikely to cause an issue as how will anyone know the boundaries are in the wrong place?

    the wood underneath should be sound, and any rot cut out and replaced, if you are worried apply a preservative to the wood before cladding, but you weather proff it by adding the grp - overcladding is the way forward, and it won't break the bank either.

    4m is 0.4 bar, you'll not be able to pressurise your heating with that unless you have a pump in there - have you considered adding a booster pump set? bear in mind mains will be at least 1 bar, plus you'll want a decent flow rate with that - say 11litres per min. you're a long way from that...
