mikeyg is correct that boiler using that built in timer is designed to work using the vr 65, you need to get your installer back dont bother ringing Vaillant you will be on hold for ages to be told the same thing.

I had this same problem turned out that the divertor leaked slighty from the pin and shorted the micro switch out causing the boiler to fire up, as the divertor was in ch mode it heated the rads. There is no pre heat on the hw on this boiler so I would check the micro switch first.

I sounds like the fan is not slow running when boiler is idling does your pilot light go out overnight? remove the cover and inspect the fan it should run slowly with no demand for heat if not check for power at fan if power is present replace fan
