The boiler will be circulating the closer rad's until the return temperature reaches what it is set to on the boiler. The rad's further away will not have reach a suitable temp by this time so you then wait until the return temp drop's enough for the boiler to kick in again and the process...

Also, just to add, do you have thermostatic radiator valves? That would explain the inconsistant heating, as they shut down it allows more flow to other radiators etc? Balancing will have a very limited benefit. Sam

Sounds like a bit of a pontless exercise to me. Think it's 300mm from metallic objects but we have fitted hundred's in close proximity to the boiler itself and had no issues which would seem to be related to where the reciever is mounted.

Sounds like the system has been piped ok if the water is clear after a full drain down. (feed and vent, pump position etc) How long does the system take to warm up to a reasonable temp? Have you got access to your gas meter? Could you identify what meter you have, U6 E6 G4 etc should be...
