    its sounds like the dishwasher discharge is heating up the cupboard under the sink causing the cold water pipe to condensate. If this is the case then you can lag the pipe and/or ventilate the cupboard, obviously both being the best option but its down to practicality of ventilating

    I'm no expert but unless the wall is damp or is prone to dampness then I can't see why the wall would need to breathe and cannot just be browned and then skimmed with normal finishing coat and then painted.
