It could be the baffle inside isn't recharging.Does the temp/pressure relief valve intermittently drip?If so then its either new cylinder time or cut an external one in on the hot supply. This is all if you are recharging correctly of course.

Check the pressure in the boiler,that there's no air in the system,the pumps spinning and there's no blockages in the pipework(all these are water related problems). Other common things that cause noises on a boiler are flue or gas related(These require a gas engineer to further investigate).

Sounds mad but if you have any magnets stuck onto the front of the boiler then take them all off.This is an electric magnetic fields error(E168). I read this on here some time back and it does work..good luck.

Other than the zone valve head powering itself as you mentioned already,if the zone valves are wired into a "Honeywell Sundial"wiring center then I would suspect that(If theres power to the switch live when the boiler's coming on without a demand that is).
