    Did you thin the 123 down with clean water?? I would normally thin it down on distemper. Too thick and it will just skin over without penetrating. But! I prefer to use a stabiliser primer As I have the most success with it over the yrs. Tho you wont find this remedy in any books...

    sounds like a BLOWN Vinyl.. The face should strip easy..leaving the backing liner. This usually strips easily with hot water and sugar soap.. Or is it painted with a silk finish (glossy) Might help to give a coat of matt emusion to dull the shine (?) not suggesting it will fill and hide...

    Also: consider using a rust convertor like kurust.. If the rest of pipe is Galvanised, dont forget you need to paint this area first with a primer that says suitable for galvanised metal. Hammerite wont stick to galvanised :cry: good luck..

    I'm with you on this m8... Mistcoated miles of bare plaster in my time, just a scrape and light sand on obviously shiny patches. But never did sand all those miles ... :lol:
